A significant number of senior bureaucrats were influenced by the growing tide of ultra-nationalism in the 1930s. Between 1932 and 1945 Japan was to a considerable extent ruled by an informal military-bureaucratic coalition, whilst the role of party politicians in government steadily diminished (Spaulding, 1971).
